在转变政府职能的过程中提高政府公信力

政府公信力是指政府在施政过程中通过合理、有效地履行其功能和职责而取得公众信任的能力,是政府的一种执政能力和执政资源。政府公信力问题涉及的方面很多,其中转变政府职能是提高政府公信力的出发点和着力点。政府公信力的问题发轫于政府职能转变的过程中,而地方政府职能转变不到位是导致政府公信力弱化的主要原因。提高政府公信力,要通过加快转变政府职能来实现。目前有必要通过制度建设、政府建设、政策制定与管理创新、政府过程改善、提高沟通质量等五个层面的改革,来争取切实有效和较为迅速地提高政府特别是地方政府的公信力。
