| Abstract: | Since ＂Three Languages Teaching＂ program was implemented in 1997 in the Kazak Autonomous County, some achievements have been made, hut at the same time, it is also put into predicament. The narrow concept of utilitarian education under modem education system is mainly responsible for this consequence. |
