从行政文化视角谈服务型政府的建设

行政文化是行政管理的核心灵魂，服务型政府的建设必须首先依靠服务型行政文化的建设。中国几千年的行政活动造就丰富的行政文化并有力地影响着现代行政文化的发展。首先分析中国传统行政文化中的积极因素和消极因素，然后提出服务型行政文化的建设应该继承并发扬传统行政文化的优点，克服其缺点，做到“两继承三转变”，从而全方位的实现现代行政文化建设，为服务型政府的成功构建提供坚实的文化基础。

Constructing a Service-oriented Government from the Perspective of Administrative Culture

Administrative culture is the soul of administration management,so constructing a service-oriented government must start with the construction of service-oriented administrative culture.Modern administrative culture in China is strongly affected by its rich heritage from the administration activities of the past thousands of years.The paper illustrates the positive and negative elements found in traditional administrative culture of China and proposes that the strong points should be adopted while the weak points should be overcome in building a service-oriented administrative culture in order to fulfill the task of building a modern administration culture which can serve as solid foundation for the construction of a service-oriented government.
