| 摘 要： | 1910年颁布的《京师及各省图书馆通行章程》是以国家立法的形式对图书馆建设进行规范的中国第一部图书馆法，它是在各省兴办图书馆的过程中，主要参考湖南图书馆暂定章程及日本相关法律而进行的一次重要立法，对中国图书馆事业的发展起到了推动作用，将图书馆建设和管理纳入事业机制也源于该项立法。 |

| Abstract: | Enacted in 1910, The Imperial and Provincial Libraries The General Regulations of, is China＇ s first library law to regulate library construction in the form of national legislation. Based on The Tentative Charter of Hunan Library and the relevant law in Japan, it came into being when all the provinces were en- gaging in founding libraries. As an important legislation on libraries, The Imperial and Provincial Libraries The General Regulations of has played a considerable role in promoting the development of library undertak- ing and taking the construction and management of the library into the business system. |
