| 摘 要： | 随着网络社会的到来,公民通过网络参与政治、问责政府及其官员逐渐成为常态。公民网络问责一般要历经网络曝光、广泛参与、汇聚信息、真相揭示、形成压力、产生结果等阶段。成功的公民网络问责应当具备网络问责主体积极参与、网络问责环境良好、问责信息及时公开、问责事由确凿等基本要素,但网络问责必须以传统的体制内问责作为最终保障。
