基本公共服务均等化的实证研究--以吉林延边朝鲜族自治州为例

中央政府和地方政府着力改善民生的有效途径之一就是实现基本公共服务均等化。延边朝鲜族自治州是吉林省下辖的少数民族自治州，属于经济欠发达地区，基本公共服务的供给量相比其他地区较低。对延边自治州8个地区的教育、医疗、社会保障涉及公共服务的三个主要方面进行数据收集，较全面地阐述了延边自治州的基本公共服务现状，并对各项指标进行无量纲处理，建立了一个评价指标。运用面板模型对数据进行回归分析，揭示出延边自治州基本公共服务供给非均等化的原因并提出改进对策。

An Empirical Study on the Equalization of Basic Public Services---Taking Yanbian Korean Autonomous Prefecture as an Example

The equalization of basic public services is one of the effective methods to improve people ’ s livelihood which central government and local governments focus on. Yanbian Korean Autonomous Prefecture of Jilin Province is less developed region. Compared with other districts,the supply of basic public services is limit-ed. By selecting the indexes of equalization in education,health care and social security of Yanbian Autonomous Prefecture,this paper establishes the evaluation indicators on the equalization of basic public services,elaborates on the current status of Yanbian Autonomous Prefecture. And then this paper uses the panel-data to reveal the reason for the failure of equalization of basic public services in Yanbian Korean Autonomous Prefecture,finally, some corresponding countermeasures and suggestions are proposed.
