| 摘 要： | 秦朝是中国历史上第一个统一的中央集权制的封建国家。它不仅结束了春秋战国以来诸侯割据的混乱局面,而且还统一了文字、度量衡、货币,对我国后世政治经济发展影响深远。但是秦朝短短15年就覆灭了,究其原因,治国管理上的弊端直接导致了秦的灭亡。研究秦朝灭亡行政管理思想,能给今天的组织管理行为提供借鉴。
