转变乡镇政府职能促进农村社会和谐

构建社会主义和谐社会,重心在基层,基础是农村。近来,时有发生的农村群体性事件不仅影响了农村社会稳定。在一定程度上对整个社会经济发展带来负面作用,已经成为影响社会和谐的突出问题。导致这些群体性事件的原因是复杂的、多方面的,但从治理的角度而言,基层政府尤其是乡镇一级政府忽视或不正确履行社会公共管理职责是其重要诱因。因此,长期以来形成的重组织生产与行政管理、轻公共服务与社会管理的乡镇政府职能已经适应不了构建农村和谐社会的要求。作为最基层的政权组织,乡镇政府直接面对农村社区,是党和政府联系人民群众的桥梁和纽带,是各种惠农政策的执行者和操作者,其公共治理的水平和效果直接影响到农村和谐社会的构建。因此,调整乡镇政府职能,全力打追服务型基层政府,促进农村社会和谐,就显得十分迫切。

Change the Rural Township Government Functions to Promote Social Harmony

Building a harmonious socialist society is focused on the grass-roots and based on the rural areas. Recently,some rural mass incidents not only affected the social stability in rural areas,but also to a certain extent had a negative effect on the overall socio-economic development,having become prominent issues to harm social harmony. The reasons evoked these mass incidents are complex and multifaeeted, but from the perspective of governance, the grassroots government the township level in particular neglects or is incorrect to fulfill their sodal responsibilities of public management is an important incentive. Therefore, the long-formed focus on production administration, but negligence of public service and social management functions of the township government has been unable to build a harmonious society in rural demand. As the most grass-roots political organization, the township government,directly facing the rural communities,the bridge to link is the party and government with the masses of the people. The level of their public governance and effectiveness has a direct impact on construction of a harmonious society in rural areas. Therefore, the adjustment of the township government functions, to build a service-oriented grass-roots government to promote rural social harmony,is very urgent.
