论电信法的概念与特征

明确电信法的概念与特征等基本理论问题是推进电信法制建设的前提.文章在通过比较研究得出"电信"定义的基础上,提出了"电信法"的概念并从四个方面分析了其调整对象.电信法的突出特征是非对称管制,继而文章对非对称管制内涵、主导电信运营企业的认定和各国非对称管制的内容与做法以及我国非对称管制的现状、利弊与重构进行了深入探讨.

On the concept and characteristics of Telecom Law

The concept and characteristics of Telecom Law are the premise to the improvement on the establishment of Telecom Law. The thesis proposes the concept of "Telecom Law" and analyzes its regulative objects on the basis of the comparison of the concept of "Telecom". Unequal management is the important feature of Telecom Law. The thesis also probes into the connotation of unequal management, the cognizance of the leading telecom enterprises ,the contents and measures of unequal managements in other countries, and the current situation, the advantages and disadvantages, and the reconstruction of the unequal management in China.
