| 摘 要： | 2000年,云南省开始在边境沿线实施免除课本费、文具费和杂费的"三免费"教育,被人民群众誉为民心工程。如今,"三免费"教育被国家推广为免除教科书费、杂费并补助寄宿生生活费的"两免一补"政策。免费教育从部门行为,变为政府的行为,最后发展为国家的行为,成为中国最伟大的德政工程之一。

| Abstract: | In 2000,Yunnan Province carried out a praiseworthy project in the border regions,that is,"Three-free Education Project"that waived the fees for textbooks,stationery and tuition.Now,the Central Government carries it out by offering a favorable policy called "Two-Free and One-Subsidy" Education,which waives fees for textbooks and tuition and gives necessary subsidies.This praiseworthy project started at the grass-root institution,and developed into a provincial and then a national one,which is regarded as one of the greatest of this kind. |
