略论东汉时期的河南尹

东汉建武元年,国家开始设置河南尹。河南尹既是畿辅地区的名称,也是京畿地区长官的名称。作为京畿地区长官的河南尹具有对畿辅地区和首都洛阳的管理权,并且,起到保证首都洛阳社会安定的作用。东汉国家还使河南尹能够参与国家的政务和礼仪活动。国家可以从中央和地方官员中选任河南尹,对河南尹的选任注意到籍贯的回避。从河南尹的职掌和选任的情况来看,河南尹具有比较明显的地方官特征。
