| 摘 要： | 当前少数民族欠发达地区一方面人才匮乏,另一方面又出现了大学毕业生就业难.这反映了我们在人力资源开发与管理方面存在严重的问题.对待少数民族欠发达地区大学毕业生的就业问题,应该变政策约束为政策导向,重要的是必须了解市场运作的规律,引导少数民族欠发达地区通过建立与完善市场机制的方式来解决问题.

| Abstract: | Currently,there have emerged in underdeveloped ethnic minority areas two contradictory problems,i.e.the shortage of talents and the difficulty of college graduates' employment.This has mirrored serious shortcomings in our development and management of human resources.To solve the problem of the difficulty of college graduates' employment,it is necessary to transform "restraint by a policy" into "guidance by a policy" in this regard.More importantly,it is imperative to understand the law of market operation,and direct these underdeveloped areas to establish and improve the market mechanism.Only by doing so,is it possible to solve the problem effectively. |
