少数民族优惠政策研究综述

少数民族优惠政策的国内研究可以分为两个阶段,初期阶段集中于国际少数人权利保护视角的阐释,第二阶段则集中于有关该政策发展取向上的探讨,表现为关于民族问题"去政治化"与"第二代民族政策"的理论论争;此外,从"差别权利"来探讨优惠政策是近年来研究的新路径。国外研究理论上主要表现为多元文化主义及部分社群主义对少数族群的阐述,在具体问题方面,主要集中在反歧视以及公共政策效果等问题的探讨。

Review of Research on Priority Policies for Minority People

There are basically two stages for domestic research on priority policies for minority people. The first stage focuses on an illustration of international human rights protection per spectives for minorities, and the second stage concentrates on the development orientation of relevant policies, particularly the ＂de - political practice＂ of ethnic issues and the theoretical debates on ＂the second - generation ethnic policy＂. Besides, an exploration of priority policies from ＂differentiated rights＂ is a new path in recent years＇ research. International theoretical study mainly lies in an expounding of ethnic minorities by means of pluralistic cultures and communities, and in terms of specific issues anti - discrimination and the effects of public policies are involved.
