| 摘 要： | 江河源地区的生态地位和生态效应对中华民族的生存和发展具有重要意义。但现有环境资源立法明显滞后于社会经济发展的步伐，制约了当地生态环境保护建设。因此，必须加强立法，完善各种法律制度，走可持续发展之路。

| Abstract: | Ecological level and effect of the origins of Huanghe and Yangtze Rivers plags an important role in the development of chinese nation, but current law- making about environmental resources has obviously fallen behind of economic development, which is not helpful too the ecological construction,Thus,we must pay special attention to law - making and perfect kinds of led principles in order to keep the sustained development. |
