论政府在技术引进消化吸收过程中的引导作用

技术引进消化吸收是实施自主创新战略的重要一环,技术引进消化吸收过程的独特性要求政府发挥引导作用。长期以来,我国政府在这方面做得还不够理想。因此,今后政府应积极改进工作,认真做好技术引进前的指导与审批工作,消化吸收过程中的组织与协调工作以及消化吸收后的监督与服务工作。

The Guidance Role of Government in the Process of Technology Importation, Assimilation and Re-innovation

Technology importation, assimilation and re - innovation is the basis of implementing the strategy of independent innovation, and the peculiarity of the process demands the government to play the role of guidance. In the past time the government didn＇ t do very well in this aspect. So,the government should improve its work. This means that the government should guide and examine strictly before the process of technology importation, assimilation and re - innovation , organize and harmonize well in the process of it , and monitor and serve thoroughly after the process of it.
