| 摘 要： | 20世纪90年代以前,国企改革主要是围绕着分配结构的调整进行的。在这个阶段的改革主要存在以下几个方面问题:关于国有企业的定位问题、关于国有企业的运行目标的问题、关于国企的经济利益问题以及关于政府与国企的关系问题。从实践来看,这些问题的存在不仅在一定程度上抵销了国企改革的成效,而且影响到我国国企进一步改革的进程。

| Abstract: | Before 1990s,the reform of the state-owned enterprises mainly revolved around the readjustments of contribution structure.Problems existing at this stage of the reform are as follows: the location,the operating goal and the economic interests of the state-owned enterprises and the relations between the government and the state-owned enterprises.From a practical point of view,the existence of these problems not only offsets the effects of the reform of the state-owned enterprises to a certain extent,but also influences the course of further reform of the state-owned enterprises. |
