| 摘 要： | 在20世纪70年代末开始的席卷全球的行政改革浪潮中,世界各国在政府与市场的关系问题上超越意识形态的分歧,不约而同地选择了政府退却.原因是经济现实促使政治家们放弃了以全面的政府干预纠正市场失灵的政治理想,转而选择了以弘扬市场作用的实用政策.

| Abstract: | In the wave of the administrative reform occurring in the seven decade of twentieth century and gulfing the entire world , on the relations between government and market , the countries exceed the difference of ideology and happen to choose retreat of government. The reason resulting in this change is that the economical reality enforces the statemen giving up their political idea,rectifying the ineffective market by the overall government intervention and making a pragmatic choice to enhance the market function instead. |
