| 摘 要： | 人类正在经历全球化进程。对于全球性问题和跨国犯罪 ,进行国际间的合作和国际社会的恰当的干预已经成为维护健康的全球秩序的必要因素。普遍干预主义似乎在任何时候都不合理 ,然而纯粹的非干预主义也是不可取的。干预仅当为遏止巨大暴行和恢复和平所必需时才是正当的。在针对无辜平民的恐怖主义攻击已经具有全球规模、并且可能威胁每个国家的人民的今天 ,国际社会尤其需要形成一种正当的国际干预的伦理。这种干预诚然需要以现有的国际法为依据 ,但它尤其需要得到不同宗教和伦理传统的重叠的共识的支持

| Abstract: | Human beings are experiencing a process of globalization. Of those global issues and international crimes, cooperation between nations and the proper intervention of international society have become a necessary factor for maintaining a sound global order. General interventionism seems to be improper at any rate. The simple non interventionism is, however, impossible. An intervention will be right only if it is made as a necessary means to stop a huge crime and restore peace. It is a need of international society to form a notion of right international intervention. |
