江苏运河水环境与水文化问题的对策研究

江苏是孕育京杭运河的摇篮。京杭运河至今仍发挥着社会经济功能和文化功能，形成悠久性、功能性、地域性、兼容性的特征，但目前的水多、水少、水脏、水浑导致运河水环境恶化并成为危及运河水文化问题的焦点。在分析诸多原因之后，提出“在利用中保护，在开发中修复”的目标和实施治理的四项原则，以及科学治理与文化治污相结合、他律节水与自律节水相结合、调整产业结构与修复文化遗产相结合、优化用水结构与水资源合理配置相结合、生态景观与环境文化建设相结合等实施对策。

On Countermeasures of Grand Canal's Water Environment and Water Culture Issues in Jiangsu Province
