关于粮食产区国有粮食企业产权制度改革的思考

流通环节的国有粮食企业,一直在国家对粮食的宏观调控中起着重要作用,然而在多年的改革开放与市场竞争中,国有粮食企业积累了很多问题,面临着生存与发展的严峻挑战。国有粮食企业要走出困境和走向市场,必须进行彻底、有效的产权制度改革,但这种改革应坚持这样两条原则:一是国有粮食购销企业与国有粮食仓储企业的产权改革形式应有所不同;二是产权改革既要实现市场化功能又要兼顾政策性功能。为此,本文为这两类国有粮食企业设计了产权改革模式,按照这种产权改革模式,改革后的国有粮食企业可具有经营活力和发展活力,同时又能为实现国家对粮食进行宏观调控的目标而发挥积极作用。

Reflection on the Property System Reform of the State-owned Grain Enterprises in the Grain Producing Region

The national foodstuff corporations in circulation intermediaries play an important role in macroeconomic control of country to foodstuff.But during the years of reform and opening and market competition,national foodstuff corporations accumulate many problems and are faced with flinty challenge from survive and development.If the national foodstuff corporation wants to walk out the hobble and tend toward the market,it must take the engrained and effective institutional reform of property right.But the reform must insist on the following two fundamentals:one is that there may be difference between the property right reform of the national foodstuff purchase and sale corporations and the national foodstuff storage enterprises;the other is the property reform not only realizes the function of general adoption of the market principle but also gives attention to the policy function.Therefore this paper designed the model of property right reform for these two national foodstuff corporations.According to this model,the national foodstuff corporations designed can have prosecution energy and development energy.At the same time they can bring into play a positive role for achieving the goal of macroeconomic control to foodstuff.
