| 摘 要： | 在制定农村宅基地的确权和登记发证的规则中，“农村村民”的内涵应该是广义的；“一户一宅”应理解为对宅基地使用权初始取得上的限制，而不是运行中的绝对限制；农村宅基地的超标问题应该分类区别对待。

| Abstract: | In programing the rules for registration and license-issuing of use rights of residential base in countryside,the connotation of "villagers" should be read in its widened meaning;by "one residential base for one household" its understood that it means the initial acquisition of use rights of residential base should be restricted,but not be restricted absolutely;the super standard problems of residential base in countryside should be classified and treated differently. |
