| 摘 要： | 郭嵩焘咸同时期的政治思想主要体现在他把官贪吏虐，政治黑暗看作是“致乱之源”，从而一方面极力主张“严以驭吏”，“肃清官吏之路”；另一方面也主张“宽以抚民”，反对严刑峻法．这些思想有助于我们理解郭氏后期思想的变化和发展，同时，对今天也不无借鉴意义． |

| Abstract: | Guo Songtao's political thought in kian-Tong period embodied mainly in that he looked upon corruption and cruelty of one the govcrnment officials and darkness of the politics as the source of the internal unrest. So on the ope hand he advocated clamorously to control the officials sternly and to clean up the road of the officials; on the other hand, he advocated to rule the people tolerantly and fought against the severe laws. |
