治理理论下的城市社区多元共治模式的建构——“城中村”社区治理体制研究

“城中村”是我国农村城市化进程中出现的一种特殊现象。当前“城中村”社区在治理体制、土地产权关系、人口结构和经济结构等方面存在“失灵”现象。基于治理理论,“城中村”改制工作的关键是彻底改造原有的城乡二元管理体制为多元共治的治理模式,使“城中村”社区的发展与城市的整体发展相匹配,形成同步发展、良性互动的状态。

Constructing the Multi-governing Model for the Municipal Communities Based on the Theory of Governance

"Villages in the city" is a peculiar phenomenon in the process of urbanization in China.At present,there exist some failures in the governing system,the property right of land,the structure of the population as well as the structure of economy in the villages of the city.Based on the theory of governance,the key to the institutional reform for the villages in the city is to reform the dual administrating system thoroughly into a multi-governing model.Only by multi-governance can the villages in the city be in conformity with the development of the whole city,so as to shape the state of synchronal development and positive interaction.
