水对人类的生存至关重要 ,它有不同于其他自然资源的特性。今天淡水资源日益匮乏 ,水资源保护已成为国际环境保护的主题之一。由于水资源分布不均以及人们对水的需求量日益增长 ,水的跨国贸易已在全世界范围内展开。通过贸易限制措施保护国内水资源受到自由贸易体制的制约。应该建立全球性的水资源管理系统 ,公平合理地利用水资源。为环境资源保护和人类之共同利益 ,应支持环境承载能力内有限制的水贸易

Water trade restriction and water resources management under free trade system

Water which is crucial to the living of mankind, has its unique nature. Nowadays, with the increasing lack of freshwater resources, its protection has become one of the main topics in international environmental protection. Because of irregular distribution of water resources and increasing demand, transnational water trade has developed all over the world. The protection of domestic freshwater resources by the measures of trade restriction is restricted by the free trade system. We should establish the global water resource management system, fairly and reasonably use water resources and support to restrict water trade within the capacity of environmental endurance for environmental protection and human's common interests.
