推动农村政治体制改革的若干思考

农村经济体制的改革,是推动农村基层民主的直接动力。目前农村民主政治管理体制还存在以下问题:乡镇政权对上负责充分体现,对下负责明显不足;乡镇政权财政上基本依赖乡村经济组织,却在政府行为上不对其负责;乡镇政府对人大负责难以落实;乡镇对村的控制明显加强,村民自治有所削弱;乡镇政权权力小责任大。要解决这些问题,就要真正落实乡镇人民代表大会制度,真正实现村民自治。
