地方政府提供公共服务的能力与动力分析

能力与动力是影响地方政府提供公共服务的两个基本因素。公共服务能力是地方政府公共服务供给的必要条件,公共服务动力是地方政府公共服务供给的充分条件,只有同时具备公共服务能力与动力,地方政府才具备提供适当合理的公共服务的充要条件。当前,我国地方政府在财政能力、资源配置能力、管理能力、合作能力等方面以及内部与外部动力方面存在困境。因此,需要根据困境产生的动因,采取切实有效的措施帮助和推动地方政府提供有效的公共服务。

An Analysis of Local Government’s Ability and Motive of Providing for Public Service

Ability and motive are the two factors that influence local governments’ providing for public service.Public service ability is the necessary condition for local government’s public service provision,and public service motive is the sufficient condition for local government’s public service provision.Only when local governments possess both can they provide for proper and reasonable public service.Nowadays,the local government of China have difficulties in financial capacity,resource allocation ability,management ability,cooperation ability and so on,and internal and external motives.Therefore,it’s necessary to find out the reasons and take practical and effective measures to help and push local government to provide for efficient public service.
