中国跨境电商发展的现状、问题与建议

随着中国高水平对外开放进程的推进,发展跨境电商的重要性日益凸显。为促进跨境电商的发展,探讨了国际间发展跨境电商与开展经贸合作的举措、中国跨境电商发展的优势及其在突破发展过程中所面临的主要问题与挑战,并提出推动跨境电商高质量发展的对策建议。研究认为,相较于传统贸易模式,跨境电商在参与主体、贸易方式、中间成本、消费者福利和产业关联等方面表现出巨大优势,国际最新经贸协定均制定了促进跨境电商发展的专门条款; 尽管近年来中国跨境电商总体规模持续扩大,贸易市场和管理模式趋向多元化,地区辐射带动能力不断增强,但是仍然面临着跨境物流效率偏低、结算风险和技术风险较高、监管体制改革相对滞后以及综试区核心竞争力有待进一步提升等问题。研究表明,中国跨境电商应当畅通跨境物流和支付结算体系、完善监管体制和行业自律、拓展综试区创新发展实践以及参与跨境电商国际标准规则制定,在跨境电商领域内提出更多的中国方案。

Cross-border e-commerce in China: status quo,challenges, and suggestions

With the progress of China's high-level opening up, developing cross-border e-commerce has become increasingly important. In order to promote the development of cross-border e-commerce, this paper discusses the measures to develop cross-border e-commerce on an international scale and conduct economic and trade cooperation, the advantages in the development of China's cross-border e-commerce as well as the main issues and challenges facing China's cross-border e-commerce in the process of breakthrough development, and proposes corresponding suggestions to promote the high-quality development of cross-border e-commerce. This study believes that compared with the traditional trade modes, cross-border e-commerce has shown significant advantages in terms of participants, trade methods, trade costs, consumer welfare, and industrial linkages. Plus, specific regulations have been formulated for cross-border e-commerce in the latest international economic and trade agreements. Although the overall scale of China's cross-border e-commerce has continued to expand in recent years, the trade market and management models have become more diversified, and the influence on regional spillover has continued to increase, it still faces major challenges such as low cross-border logistics efficiency, high settlement and technical risks, sluggish reform in regulatory systems, and unsatisfactory core competitiveness of pilot zones for overall reform. Therefore, this paper argues that China's cross-border e-commerce should unblock the cross-border logistics, improve the payment and settlement system as well as the regulatory system, strengthen the industry self-discipline, expand the innovative development practices for the pilot zones for overall reform, and participate in the formulation of international standards and rules of cross-border e-commerce, and make more China-adapted proposals on the promotion of cross-border e-commerce.
