| 摘 要： | 责任政府是现代民主政治发展的产物,是政府有效运作不可或缺的条件,是一个负责任的政府能够赢得民众支持和拥护,增强政府权威性和合法性的关键因素。本文从责任政府的价值蕴涵切入,说明责任政府的应然性质,进而探讨如何在制度安排上对其进行落实,构建一个负责任的政府,重塑政府的良好形象。

| Abstract: | An accountable government is the product of the development of modern democratic politics.It is indispensable for a government to work effectively as well as the key factor for a responsible government to win the people's support and strengthen its authority and legitimacy.This paper begins with the values of responsible government to analyze the characteristic of the responsible government's"should be",and then how to fulfill it in institutional arrangement,to establish a responsible government and rebuild a good image of government. |
