论绩效导向型政府与现代民主的关系

绩效导向型政府有着良好动机促进现代民主,它是一种责任政府,要向公民负责,对于民主的要求不能忽视.政府的责任机制是沟通绩效导向型政府与民主的桥梁.但在政府实践中,出现了三种冲突:它并非以一种民主的方式去实现政府治理和公民的全部角色和责任;它依赖市场体制下的交易,限制了积极治理和积极的公民权;它的努力主要是以制度或管理为核心,实践中的绩效导向型政府的建设容易流于形式,无法实现其具体目标.三种冲突,使绩效导向型政府与现代民主出现了理念与现实之间的差异.要切实实现绩效导向型政府与现代民主的和谐同步.本文进而分析了相关的解决三种冲突的思路,提出公民参与绩效管理、多元共治等解决途径.

The Relationship between Government of Performance Type and Modern Democracy

Government of performance type has good motivations to accelerate modern democracy. It is a responsible government; it should be responsible for citizens and should not neglect democratic requirements. Responsible institution of government is a bridge between government of performance type and democracy. However, in governmental practice, there are three conflicts: it does not realize the related govermance and all roles and responsibilities of citizens in a democratic way; it depends on trades based on market model and limits active governance and active franchise; its effort focuses on institution and management, which makes government of performance type a form in practice and can not realize its concrete goals. The three conflicts lead to the fact that both government of performance type and modern democracy have the difference between normalization and practice. To realize harmonious development of government of performance type and modern democracy, we should solve the three conflicts. This article analyzes related measurements and advances some methods such as citizen participating performance administration, synergic governance of multiplicity, etc.
