| 摘 要： | 基于对气候变化和能源安全的严重关切,澳大利亚联邦政府推行可再生能源证书这一主要的法律制度和促进机制,鼓励可再生能源电力生产以实现＂可再生能源目标＂。结合《可再生能源（电力）法》,阐述了可再生能源证书的注册、合格发电站的认证及证书的创制、形式、登记、转让和失效制度,着重分析了可再生能源证书的运行机制,进而提出在可再生能源电力传输基础设施、法制环境和市场运行机制日益成熟的背景下,中国实有必要推行强制性可再生能源证书制度。
