| 摘 要： | 以我国电力企业面临的两难困境为切入点,对低碳电力经济进行分析后,提出了我国发展低碳电力的短期和长效措施。短期措施主要有政策引导、CDM、节能等;长效措施分别从制度层面和技术层面进行论述,其中制度层面包括市场主导的低碳电力体制、中国碳基金市场和碳会计,技术层面包括可再生能源、碳汇、智能电网、低碳电力技术等。

| Abstract: | This paper analyzes the dilemma of electric power enterprises in China and the low carbon power economy,then researches the developing path on the low carbon economy of China’s power enterprises.The short-term methods are guided by policy,using China CDM fund and saving energy.The long-term methods are market-domestic low carbon power mechanism,China carbon fund market,carbon accounting, renewable energy,carbon sinks,smart power grid and low carbon technology. |
