摘 要: | 当今世界的竞争,主要是综合国力的竞争,综合国力的竞争又主要表现为科技水平和管理水平的竞争,而这两方面的竞争,最终都集中到人才的竞争。加入WTO后,外商大量到中国投资,对我们最大的威胁,首先是对人才的争夺。随着跨国投资实行本地化的趋势越来越明显,外商都把挖掘本地人才作为投资战略的重要组成部分,广揽人才,使其集合优势更为突出。而我们还没形成有效的与其争夺人才的机制,人才的大量流失是不可避免的。对于这种白热化的人才争夺大战,应当有明晰的认识,早作等谋,改进制度、完善投资环境和吸纳人才是图们江地区国际开发首先必须解决的问题。

Acceding to WTO and Talent Resources Development Strategy in Tumen River Opening |

Abstract: | Nowadays the most important competition in the world is the competition of comprehensive national strength, which shows itself mainly in the field of competition for scientific & technological level and management level, and in the result these two types of competitions focus on the competition for talents. After acceding to WTO, large quantities of foreign businessmen came to China to invest. Under such circumstances, the greatest threat to us is the fight for talents. Multinational investment being made more and more locally, foreign businessmen laid the importance of their investment strategy on attracting native talents in order to strengthen their priority of concentration. At the same time we haven't formed an effective mechanism of fighting against them for the talents, so lots of talents will unavoidably drop out. In order to solve such problems, we must have clear recognition and make early preparation. Improving system investment environment and attracting talents are the most important problems to be resolved in the international development of Tumen River area. |
