Since the reform and opening up,China has achieved a significant development in its economic society.However,there is a serious problem with the overlarge rural-urban divide in the development and especially with the increasingly widening income gap between urban and rural residents restricting the whole course of China’s modernization process.Narrowing the rural-urban divide is an urgent requirement of the harmonious society.The key link is to narrow the urban-rural income gap and increasing property income is an important way.Therefore,it is essential to help rural residents increase their total revenues,improve the infrastructures and financial system so as to promote them to increase their property incomes.
