竞争、多中心治道与我国公共服务改革

摘    要:提供公共服务是政府的主要职能。我国的公共服务改革在20多年中取得了相当的成绩,但也存在着许多问题。提高公共服务质量的关键性因素在于竞争,而运用多中心治理理论安排公共服务供给则给竞争提供了制度平台。分析多中心治理对公共服务供给制度中有效竞争的支持,探讨其对我国公共服务改革的启示,能够得出一些有益的政策建议。

Abstract:The primary function of government is to provide public services. Although Chinese government has achieved some improvements in this aspect for the past two decades, there still remain quite a lot of problems. This paper argues that the key to better public services lies in the introduction of competition in the process of governance, for which the theory of multicenter governance may be expected to provide a good institutional framework. Based on the analysis of how multicenter governance facilitates effective competition in the system of public services provision, this paper explores potential advantages of multicenter governance for the reform of the role of government in China and initiates some policy suggestions.
