论转型期的政府危机管理

改革开放以来,我国进入了经济转轨和社会转型的新时期.这是一个战略发展机遇期,同时也是一个危机易发期,对我国的发展来说是一个巨大的挑战.本文对危机和政府危机管理的概念内涵进行了表述,分析了目前政府危机管理所处的环境条件,侧重就政府危机管理长效机制的架构提出了笔者的探索思路,旨在阐明加强政府危机管理工作的必要性和实践性.

The Government Crisis Management during the Transforming Period

Since reform and opening-up, our country has entered the new transforming period of economy and society. This is the strategic development opportunity period in which the crisis is easy to break out. It is a big challenge to China. This paper first explains the crisis and government crisis management,then analyzes the environment of government crisis management, and finally proposes the thoughts of constructing the government crisis management mechanism, and explores the necessities of strengthening this work.
