政府制度创新能力初探

制度是政府提供的一种重要公共物品,制度创新能力是政府的基本能力。我国在建立社会主义市场经济体制和推进改革的过程中,更应当重视制度,崇尚创新,从调整政府与市场、政府与社会、政府与公民以及国内不同层级、不同地域政府间的关系入手,处理好各种利益关系,建设政府外脑和思想库,结合自身实际,大胆借鉴国外先进经验,从而不断提高政府制度创新能力。

Institution is an important sort of public goods.The institutional innovation is one of government' s basic capabilities.In the process of setting the socialist market economy system and promoting the reform,institution and innovation should be paid more attention.We must regulate relationship of government and market,government and society,government and citizen as well as inter-governments.We ought to select approaches to improve the capability of government institutional innovation increasingly .These approaches include several aspects: such as disposing various interest relations perfectly,constructing the brain trust,using the experience of other countries for reference,etc.
