村民自治程序失范研究

村民自治是我国人民当家作主的创新探索,其直接民主的形式更是深刻影响着我国的民主与法治进程,但是在具体实施过程中受村民程序认知、传统程序法律文化、程序违法责任机制等因素的影响和制约,存在着不同程度的程序失范现象。在持续推进政治民主的进程中,解决好村民自治问题,实现村民自治法律程序化、规范化,必须从增强村民程序理念与程序意识、加强基层政府对村民自治程序的指导、完善程序违法责任追究机制入手,从源头、过程和结果全面防范和杜绝程序失范,以进一步推进新农村建设,实现农村的和谐与稳定。

We need to prevent and eliminate procedure anomie from the source, process and results, thereby to further promote the new rural construction and realize the harmony and stability in rural areas.
