十六届三中全会提出"以人为本",全面、协调、可持续的发展战略,其根本目的在于投资于人民,促进所有人的全面发展,提倡"共同富裕",强调五大协调发展。这一发展观符合中国国情,与传统发展观有本质区别,又可称之为新的科学发展观。

The Third Plenary Session of its Sixteenth Central Committee put forward the new development strategy, promoting all-round, balanced and sustainable development of the economy and society, putting people first, recommending the overall development of all people, emphasizing the common prosperity and in accordance with the "five balanced aspects". This outlook of the development matchs the China's actual conditions, and has essential distinction with the traditional outlook of the development, so can call it "New scientific outlook of the development".
