摘    要:为加速科技成果向现实生产力转化,必须建立与社会主义市场经济体制相适应的科技成果转化新机制。分别从更新观念、提高认识,进一步强化全社会的科技进步意识;加快科技经济体制的配套改革,建立三位一体的科技经济宏观调控体系;通过深化改革,尽快形成企业对技术的创新、吸纳机制;大力推进产学研合作,加速科技成果转化;繁荣技术市场,保证科技成果转化主渠道畅通无阻;多渠道加大科技投入;加快建立中试服务机构;加大科技立法和执法力度,强化知识产权保护等8个方面进行探讨。

Abstract:With a view to speeding up the transformation of achievements of science and technology to real productive forces, it is necessary to estabish a new mechanism suitable for socialist maret economy system: 1. To renew ideas,heighten knowedge and further intensy the progress idea all over the society; 2. To speed up the necessary reform of science and technology economy system, to estabilsh the trinity macro - controling system; 3.By further reform to expedite forming the enterpses mechanism favouring creation, absorbing new technology; 4. To realize the transformation of the achievements of science and technoogy, by promoting vigorously thecooperation among rpoduction , study and research; 5. Bring about a prosperous technology market, to ensure the main channel s smooth in trmsforming;6. To widen investment in science and technology in many ways; 7. To establish the agencies as soon as possible; 8.To strengthen the protection for intellectual rights., through taking more legislative and justful measures in science and technology area.
