村民自治问题、对策与未来走向研究综述

村民自治在推进农村民主化进程、加快农村经济社会发展等方面,都起到了积极的作用。村民自治的基本内涵在于"四个民主",即民主选举、民主决策、民主管理和民主监督。村民自治实施中相关问题的研究集中在农民的政治参与、"村两委"之间的关系、民主监督、村民自治与农村公共产品供给、"乡政村治"等五个方面。从未来走向看,村民自治将向着权利保障、社区重建、民主化和制度化方向迈进。

Review of Problems,Countermeasures and Future Direction of the Villagers＇ Self-governance

The villagers＇ self-governance has played a positive role in promoting rural democratization process,speeding up the rural economic and social development.The basic connotation of the villagers＇ self-governance is ＂four democracies＂,namely democratic election,democratic decision-making,democratic management and democratic supervision.The researches on the problems related to the implementation of the villagers＇ self-governance have been focused on five aspects as follows： the farmers＇ political participation,the relationship between ＂the two committees in a village＂,democratic supervision,the relationship between the villagers＇ self-governance and the supply of rural public product,＂village-govern and township-politics＂,and so on.From the future perspective,on the one hand,the villagers＇ self-governance will be carried toward the rights protection and community reconstruction.On the other hand,the villagers＇ self-governance will be carried toward democratization and institutionalization.
