| 摘 要： | 人权问题既是美国主要国内政治问题,是国家外交政策问题,也是意识形态问题;在对华人权政策上,美国政府和国会拥有共同的人权价值观念;美国对华人权政策背后永恒的动因来自意识形态的影响和国家利益的需求。美国的人权政策属于霸权干预主义行为,直接体现为文化帝国主义和“法理霸权”。

| Abstract: | Human rights issue is the main domestic political problem in America,and is also the national diplomatic policy problem,the ideology problem;American government and congress have the common human rights value in the human rights policy to China;the perpetual motivation,which concealed in the American human rights policy to China,comes from the influence of ideology and the need of national benefit.American human rights policy belongs to the hegemonist interference behavior.It directly reflects cultural empire and legal principle hegemony. |
