| 摘 要： | 秩序是政治生活基本的价值,供给秩序是服务型政府的职能定位。服务型政府是公民本位的政府,公民与政府的良性互动是服务型政府建设的基础。但是,惟有有序的公民政治参与才能发挥正向功能,有序的公民政治参与对服务型政府构建具有多层价值。为了充分发挥这种价值和效用,就需要政府、社会组织和公民共同努力推进公民有序政治参与。 |

| Abstract: | Order is a fundamental value of political life,The supply of order is a function orientation for a service-oriented government.A service-oriented government is a citizen-based participatory government,and the positive interaction between citizens and government is the foundation for building service-oriented government.But only the orderly citizen participation can play a positive function.Orderly citizen participation has several levels of value for the construction of service-oriented government.Government,social organizations and citizens should work together to promote the orderly citizen participation in order to exert the value and utility. |
