首都经济圈内涵及产业空间再造路径探讨

"首都经济圈"在区域经济一体化的背景下需要重新认识界定。从区域可持续发展角度来看,"首都经济圈"是一个包括京津核心区、河北延伸区和晋陕蒙能源环境保障区的广阔区域。这是基于经济生态主体功能内在联系的区域综合,突出体现在产业分工深化中的区域产业空间结构调整。为此,我们提出应以产业集群为基础进行首都经济圈产业空间再造,借助市场力量促进资源在区域间的流动。具体以资源—共享资源为切入点发挥政府的导向作用,改变过去单纯依赖行政力量进行产业结构布局调整的思路,从不同行为主体利益出发,通过专有资源与通用资源的互动转化实现资源共享,在京津冀晋陕蒙主体功能定位基础上整合产业集群分工体系,构建"滨海新区—天津—北京"轴状延伸的城市产业空间布局。

A Discussion of the Connotation of the Capital Economy Region and Its Industrial Spatial Reconstruction Path Under the Perspective of Sustainable Development

The concept of the Capital Economy Region should be redefined and recognized in the trend of regional economic integration.Within the perspective of regional sustainable development,the Capital Economy Region is an extensive region which includes core area composed of Beijing-Tianjin,extension area composed of Hebei Province and resources and environment supply areas composed of Jin-Shan-Meng Province.The region is an intrinsically coherent regional synthesis which is based on the main function of economy and ecology and its focus is regional industrial spatial structure adjustment which reflects the deepening division of labor.We insist that the Capital Economy Region industry spatial reconstruction should be based on industrial cluster,and regional resources flow should be boosted with the help of market forces.Governments should consider resources sharing as breakthrough point,instead of solely relying on executive power to adjust layout of industrial structure.From the perspective of subjects with different interests,resources sharing should be achieved by means of interaction and transformation between exclusive resources and universal resources.The axed stretch of urban industrial spatial distribution,’Binhai New Area-Tianjin-Beijing’,can be constructed by integrating division of labor system of industrial cluster on the basis of the existing functions of Jing-Jin-Ji and Jin-Shan-Meng.
