| 摘 要： | 本文分析了我国农村医疗保障体系发展滞后的历史和现实原因，提出建立一种镶嵌在市场化医疗行业体制中的、截然不同的医疗保障模式，即由政府举办的完全公立性质的“农民医院”，并进行了方案比选和初步的成本效益估计，最后提出了配套新体制的若干政策建议。

| Abstract: | The historical and present reasons of why China＇s rural medical security is developing so slowly are analyzed and a totally different mode of medical care the Peasant Hospital which is enchased in market-oriented medical system is put forward in this paper. Then the differences between the new mode and the current one is described, the cost and the effect of the new mode are crudely measured further. At last, the author proposes some specific suggestions on the implement of the new system. |
