Establishing a relatively stable and higher quality team of teaching staff is the most important prerequisite to ensure smooth implementation and steady quality improvement of education in non-governmental institutions of higher learning,and is also the necessary and sufficient condition for the new round of development of non-governmental higher education.The paper focuses on the development of teaching staff in non-governmental higher education,and starts from its status in Liaoning to conduct an in-depth analysis of the problems restricting teaching staff development.It proposes to establish the concept of people-oriented team building,explore and promote the reform of the human resource system,further strengthen government funding and internal management ensuring better staff training and development,and etc.
