党内监督的基本特征问题症结机制完善

漫长而又曲折的党内监督历程表明,党内监督的基本特征为监督主体与监督客体统一;监督目的与监督手段统一;自觉监督与强制监督统一.而难监督、不敢监督等党内监督问题的症结,恰都是党内监督基本特征的衍生物、附生物,甚或共生物.党内监督机制必须通过政治体制改革和立法工作加以健全与完善,重点在于党内选举制度;监督机关的质询听证制度;干部弹劾制度;各级党委会和常委会的议事制度.

Supervision within the Party: Its Basic Features, Problem Cruxes and Mechanism Improvement

The long and tortuous course of supervision within the Party shows that the basic features of inner-Party supervision are:(1)the integration of the subject and object of supervision;(2)the integration of the ends and means of supervision;(3)the integration of self-conscious supervision and coercive supervision.And the cruxes of the supervision problem lie in difficulty and timidity in supervision which are derived just from the basic features of inner-Party supervision.The inner-party supervision mechanism must be improved through the political structure reform and legislative work.Our attention should be focused on:the inner-Party electoral system;the inquiry and hearing system of supervisory organs;official impeachment system;the affair discussion system of the Party committees and standing committees at all levels.
