| 摘 要： | 目前,我国已经初步确立了基本医疗保障制度,基本实现了"低水平、广覆盖"的保障目标,且开始探索一体化的发展方向.本文以德清县基本医疗保障制度为例,认为德清县的医疗保障制度建设已经从城乡统筹开始迈向城乡一体化,具备了城乡一体化的一些特点:如在筹资标准和偿付水平上城乡差距不断缩小、趋于统一;险种之间可以相互转移、实现了制度互通;政府的投入力度和保障水平不断提高;不断整合基本医疗保障经办管理资源等四个方面,但基本医疗保障制度一体化进程还没有解决以下三个问题:基于身份和人群划分的制度定位还没有完全消除;城乡居民相同的筹资水平,但偿付标准和待遇相差较大;存在着多头管理,且制度的衔接和整合还有待加强.最后,本文提出了进一步推进基本医疗保障制度一体化建设的五个对策性建议. |
