中国城市应急管理体系的现状及完善

城市应急管理体系对影响城市各项功能正常发挥、危害城市生态系统平衡的各种破坏城市公共安全的威胁因素起到预警、制约以至根除的作用，其作用是保障城市居民的人身安全和财产安全以最大限度地减轻人员伤亡及财产损失并维护社会稳定。因此，城市应急管理体系成为现代城市管理不可或缺的重要组成部分。中国城市应急管理体系的完善就是要将其建立在危机管理概念之上，建立在综合的管理基础之上，建立在法治行政基础之上，建立在政府与社会共同治理的基础之上。
