| 摘 要： | 城乡一体化发展是我国现代化和城市化发展的新阶段，“十二五”时期是统筹城乡发展，推进城乡一体化建设的重要时期，本文以黑龙江省为例，从城乡经济发展和社会发展两个方面，分析了黑龙江省城乡一体化发展的差距，找出制约黑龙江省城乡一体化发展进程的历史、认知、政策、产业和体制等影响因素，在此基础上，从促进城乡规划一体化、产业发展一体化、公共服务一体化、劳动就业一体化和社会管理一体化五个方面，提出黑龙江省“十二五”期间发展城乡一体化的构想。

| Abstract: | The urban-rural integration is a new stage of development for China's modernization and urbanization in the 1025 period.This paper,taking Heilongjiang province as an example,analyses the present state of urban-rural integration and finds out the factors restricting its development.On this basis,it proposes a plan for the development of urban and rural integration in the 1025 period,in terms of urban and rural planning,industry development,public service,employment,and social management. |
