| 摘 要： | 我国现代福利制度体系建立在狭义的社会福利观上,这种小福利观已经不适应我国社会建设的需要,急需调整。要建构面向全球化、面向现代社会的福利制度,必须打破将社会福利等同于民政福利的观念,建设面向全体公民的大福利体制。

| Abstract: | Since our country’s modern welfare system are based on a narrow view of the social welfare.This "small welfare view" has not adapted to the needs of the construction of our society which needs adjustment.In order to construct modern social welfare system,we must transformation of social welfare being equivalent to the notion of "civil affairs welfare",it would be possible to build the "big welfare" system for all the people. |
